Support pro-solar bills at the 2021 General Assembly

Demand action from your legislators on key bills to extend net metering and keep Indiana’s solar future bright.

The General Assembly is considering four bills that would protect your solar rights and help more Hoosiers go solar. Our lawmakers need to hear from you. The next few weeks will determine which bills are able to move forward and have a chance to become law. To be successful, we have to make solar impossible for legislators to ignore.

In 2017, Indiana lawmakers voted to end the state’s net metering program. Net metering is a billing system that ensures solar owners receive fair credit for the electricity they produce. Current law sets net metering to expire in 2022.

Three of the four bills extend net metering and expand who can use it. The fourth protects prospective solar owners from unfair restrictions from their homeowners association.

Net metering bills

SB 420 (Sen. Yoder)

What it does:

  • Moves the phase-out of net metering back five years (to 2027)
  • Raises the net metering cap from 1.5% to 5% of a utility’s peak load
  • Increases the size of net metering eligible systems from 1 MW to 5 MW
  • Allows for customers with multiple electric meters (like schools) to apply their net metering credits to up to 5 meters (commonly called “meter aggregation”)
  • Calls on regulators to determine a fair value for solar energy through a data-driven public process

SB 249 (Sen. Alting)

What it does:

  • Moves the phase-out of net metering back two years (to 2024)
  • Raises the net metering cap from 1.5% to 5% of a utility’s peak load
  • Makes it easier for schools and businesses to participate in net metering

HB 1394 (Rep. Cook, Rep. Schaibley, Rep. Negele) –

What it does:

  • Moves the phase-out of net metering back two years (to 2024)
  • Raises the net metering cap from 1.5% to 3% of a utility’s peak load
  • Gives schools and local governments the ability to apply their net metering credits to up to 3 meters (“meter aggregation”)

HOA bill

HB 1560 (Rep. Speedy, Rep. Negele)

What it does:

  • Protects homeowners who want to go solar from unfair homeowners association (HOA) restrictions on their installation

These new prohibitions would only apply to rules and other governing documents adopted or amended by an HOA after June 30, 2021. If you’d like to support this bill in particular, sign our petition supporting HOA solar access legislation.
