In 2008, Solar United Neighbors of D.C. (then known as DC SUN) helped pass the Clean and Affordable Energy Act of 2008, which paved the way for a residential D.C. solar rebate program. The legislation created a solar incentive program that was supported by a small charge on everyone’s electricity bills.
